2015年6月27日至29日,河南信阳地区商城县、固始县降暴雨、特大暴雨,淮河支流史灌河发生大洪水,蒋集站超警戒水位。河南省防汛抗旱指挥部办公室及时启动相应响应,实时会商研判,科学调度决策,成功有效地防御了2015年淮河支流史灌河发生的大洪水。本文通过对这场洪水的成功防御与调度实例分析,总结探讨了面对突入其来洪水的有效防御手段、调度程序与决策过程,希望对从事洪水预报、水库调度工作的管理人员和技术骨干有所启发。
