2002年7月9日《党政领导干部选拔任用工作条例》(以下简称《条例》)出台。根据《条例》规定,决定任用是党政领导干部选拔任用的最后一道程序,也是最后一个关口。选拔任用党政领导干部,应当按照干部管理权限由党委(党组)集体讨论作出决定;党委(党组)讨论决定干部任用事项,必须有三分之二以上的成员到会,并保证与会成员有足够的时间听取情况介绍、充分发表意见;在充分讨论的基础上,采取口头表决、举手表决或者无记名投票等方式进行表决。党委(党组)表决作出决定后,就要按照规定履行任职手续,通常是下发文件予以任命。
