自教育部《高等学校信息公开办法》开始实施以来,信息公开成为我国高等学校的基本原则之一。信息公开也是全球化视野下高等教育管理的普遍发展趋势。经历大学改革之后,芬兰大学开始作为公共机构落实信息公开工作。为了做好信息公开工作,芬兰大学侧重于将完善的法律法规与良好的信息管理办法相结合,但也面临着信息网络化等的挑战。借鉴芬兰经验,我国应建立健全高校信息公开的法律制度,发展良好的信息管理办法,做到信息公开与保密的双赢。
Since the Ministry of Education “Measures for the Information Disclosure of Colleges and Universities” came into effect, information disclosure has become one of the basic principles of higher education in our country. Information disclosure is also a universal trend of higher education management in the global context. After undergoing university reform, Finnish universities began to implement the information disclosure process as a public institution. In order to do a good job of information disclosure, Finnish universities have focused on combining sound laws and regulations with sound information management methods, but also face challenges such as information networking. Draw lessons from the Finnish experience, our country should establish and improve the legal system of university information disclosure, the development of good information management methods, to achieve a win-win situation of information disclosure and confidentiality.
