成立人事处,尝试建立与市场接轨的人事管理新体系。但在实践过程中,却存在着人事管理定位出现偏差、缺乏人才队伍规划、人力资源开发形式单一、人才使用存在问题、形不成竞争、执行力大打折扣等。所以高职院校在今后的人事管理改革中需要准确定位人事管理的职能,使人事管理战略应同学院发展战略相一致,建立适应现代高校制度的人力资源管理新体制,完善人事管理制度,建设和谐的校园,制定真正有效的激励机制,为学院的进一步发展提供强大的动力支持和制度保障。
The establishment of human resources department, try to establish a new system of personnel management in line with the market. However, in the course of practice, there are some discrepancies in the positioning of personnel management, the lack of planning for qualified personnel, the single form of human resource development, the problems in the use of qualified personnel, the inability to compete and the reduction of execution power.
