三、保障体系的确立“科技兴工”是一项系统工程,需要有一定的内部条件作保证,有较好的外部环境相适应。否则,这一战略就难以顺畅实施,也难以较快见效。而解决这一问题,则是经济体制和科技体制改革的共同任务,是党的政策需要着重研究解决的问题。对此,我们觉得,有必要从四个方面作出积极而又富有成效的努力: 其一,健全开发体系,提高“科技兴工”的能力。建立强有力的科技开发体系和科技服务体系,是实施“科技兴工”战略的重要保证。在改革中,全国各地创造了许多行之有效的形式,一些好的传统办法也在继续发挥作用。概括起来,我们觉得可向着建立“里三层、外三层”的科技开发体系努力。“里三层”即:(1) 建立厂长领导下的总工程师负责制,明确规定总工程师在企业中享有技术任务安排权,享受副厂级待遇,是厂长、经理技术决策的参谋长,从而使总工程师有职有权,全面担负起工厂技术工作的责任。(2) 建立厂办科研开发机构。厂办科研开发机构应有专职科技人员,一般占职工总数的3％左右;还应有专用设备、专项资金、专用

To solve this problem is the common task of the reform of the economic system and the science and technology system. It is a question that the party’s policy needs to focus on research and solution. In this regard, we feel that it is necessary to make positive and productive efforts in four areas: First, improve the development system and improve the ability of “science and technology to develop workers.” The establishment of a strong technology development system and technology service system is an important guarantee for the implementation of the strategy of “developing science and technology.” In the reforms, many effective forms have been created throughout the country, and some good traditional methods continue to play their role. To sum up, we feel that we can work towards the establishment of a “three-tier, three-tier outside” technology development system. “Three levels” means: (1) Establishing the chief engineer’s responsibility system under the leadership of the factory director, clearly stipulating that the chief engineer has the right to arrange technical tasks in the enterprise and enjoy the benefits of the sub-factory level, and is the chief of staff of the technical director of the factory manager and manager. Therefore, the chief engineer has the right to take full responsibility for the technical work of the factory. (2) Establish a factory-run research and development institution. The factory-run scientific research and development institution shall have full-time scientific and technical personnel, which will generally account for about 3% of the total number of employees; it shall also have special equipment, special funds, and special
