针对我国商品房个人购买力不足的现状,建设部政策研究中心正在制定住宅投资融资政策。政策包括以下主要内容:一是建立以住宅银行为主,与其它商业银行相结合的住房金融机构;二是采取“先存后贷”、“低存低贷”的政策、融资方式,以此来解决我国贷款利率较高和居民负债承受能力较低的影响;三是积极发展住房抵押贷款制度;四是发行住宅债券,建立二级住宅抵押市场,广泛吸纳社会资金投入住宅产业。
In response to the current situation of insufficient purchasing power of commercial housing in our country, the Policy Research Center of the Ministry of Construction is formulating the residential investment financing policy. The policy includes the following main contents: First, to establish a housing finance institution that is mainly composed of residential banks and is integrated with other commercial banks; secondly, it adopts a policy of “deposit first and then loan” and “low deposit and low loan”, financing Way, in order to solve the higher loan interest rates in our country and residents with lower debt affordability; Third, actively develop the housing mortgage loan system; Fourth, the issuance of residential bonds, the establishment of two residential mortgage market, extensive absorption of social capital into housing industry .
