我厂为落实第三次全国设备管理工作会议精神,以李鹏总理的贺信为指导思想,采取相应措施,提高全厂人员设备管理意识,自觉地把设备管好。 一方面,在各级承包合同中,都把设备完好率、金切设备利用率、设备故障(事故)频率等指标纳入其中,而且指标项数下一级比上一级多,指标值下一级比上一级高,一级保一级;总厂首先在转换经营体制、实行内部经营承包暂行办法中,把确保设备完好和固定资产保值增值列入下一级经营承包者必须履行职责的第一条,各分厂(处、公司)、车间也是这样。 总厂在年度先进单位、先进个人和文明单位评比、安康杯竞赛评比中,都把有关设备管理指标列为评比中的重要条件;在决定经营承包者奖惩中,设备管理指标和质量指标、安全指标一样,都有一票否决权;总厂设备管理部门对各分厂、处综合奖有10％的扣奖权。上级机关停止检查评比以后,工厂内部设备检查评优一直没有停,反而抓得比过去更紧了。因为大家认识到
