我国地大物博,就总水最而言并不算少,大约为2.6万亿立米,可居世界第三位。但是由于人口众多,论起人均占有量却为世界人均占有量的四分之一,只相当于苏联人均量的1/7,美国人均量的1/5,排列世界的第88位。由此可见,我国在水资源方面同贫穷的经济一样,也是一个穷国。然而,随着国民经济的发展和人口的增长,社会各方面对水的需求也将不断增加,供需矛盾必将日益突出。如何统筹安排水资源,已成为十分重要而紧迫的问题。我国《水法》第十四条规定:“开发利用水资源,应当首先满足城乡居民生活用水,统筹兼顾农业、工业用水和航运需要”。这就从法律上保证了把
The vast territory of our country, in terms of the total amount of water, is not small, about 2.6 trillion cubic meters, ranking third in the world. However, due to its large population, the per capita possession is only one quarter of the world average. It amounts to only one seventh of the average Soviet population, one fifth of the U.S. average, and the 88th largest in the world. It can thus be seen that our country, like the poor economy in terms of water resources, is also a poor country. However, with the development of the national economy and population growth, the demand for water from all sectors of society will also continue to increase, and the contradiction between supply and demand will surely become increasingly prominent. How to make overall arrangements for water resources has become a very important and urgent issue. Article 14 of China’s “Water Law” stipulates: “The development and utilization of water resources should first meet the needs of urban and rural residents living water, making overall plans for agriculture, industrial water and shipping needs.” This is legally guaranteed
