在当前党委督查工作已经走上正轨的基础上,如何进一步加大督查力度,提高督查整体功能,形成群体督查意识?要解决好这个问题,关键是要建立和完善高效、有序、协调的“三位一体”督查工作体系。这个体系主要包括三个层面,即领导层面、执行层面和办公部门协调层面。从地区一级来说,领导层面就是地委及其领导成员,执行层面就是地直部门和县市委,协调层面就是地委秘书长、办公室主任和办公室督查机构。这三个层面是一个有机的整体,哪一个层面的作用发挥不好,督查工作都将遇到障碍。那么,怎样调动各层面的积极性,发挥各自的作用呢?我们的做法是:

The coordination level is the secretary-general of the prefectural party committee, the director of the office, and the office inspection agency. These three levels are an organic whole, and the role of each level is not good enough. All the inspections will encounter obstacles.
