海关新关员初任培训是对经过考试录用进入海关,对担任主任科员以下非领导职务人员在上岗前对其进行的海关关员岗前培训。当前海关新关员初任培训取得明显成效,但也存在些许不足,如培训目的不明确,培训内容和方式欠妥等,究其原因,主要是在海关新关员初任培训过程中,尚未建立有效开展培训分析,内容陈旧,方式具有很大局限性等。通过开展系统科学分析,改革培训内容及方式途径等,大力改进海关新关员初任培训,对增强海关公务员岗位胜任力、提升海关形象、努力构建学习型海关起着重要的作用,同时有利于海关人力资源的可持续发展。
