王安石在变法过程中,重视革新人才的培养,并为此建立起了一整套从培养到选拔到任用再到监督的较完善的人才机制,使北宋人才辈出。由于反对派极尽阻挠,对人才疏于监管,变法失败。建立健全新时期人才机制,首先要解放思想,与时俱进,树立科学用人观,在变革中,要按照德才兼备、任人唯贤的原则,全面考查,认真培养,合理使用。
During the process of reform, Wang Anshi attached great importance to the training of innovative talents, and set up a set of sound talent mechanism from training to selection to appointment and then supervision so as to enable the Northern Song Dynasty talents to flourish. Because the opposition did its utmost to obstruct the neglect of supervision of qualified personnel, the reform failed. To establish and improve the talent mechanism in the new period, we must first emancipate the mind, keep pace with the times, and establish a scientific concept of employing people. In the course of reform, we should comprehensively examine, carefully develop, and use rationally the principle of combining moral integrity and meritorious decency and meritocracy.
