中华人民共和国《预防未成年人犯罪法》中规定:“任何经营场所不得向未成年人出售烟酒。”可是,在昆明市的一些校园里,却能见到小卖部有香烟出售,更有甚者,香烟还可以论支卖。——中华人民共和国《烟草专卖法》中规定:“禁止中小学生吸烟。”20世纪80年代,部分昆明学生17岁到18岁开始抽烟,现在是13岁左右开始抽烟,从年龄来看提早了4岁之多。有学生在读小学时,是家里意志最坚定的禁烟者,到了中学却成了烟民。——禁烟应先从销售渠道的管理着手,昆明应尽快出台一个相关的地方性条例,让禁烟在未成年人中理直气壮。
