基于平谷区水资源统计资料及其开发利用的现状,结合“十二五”时期区域经济社会发展的总体目标,分析平谷区水资源变化的特点和当前影响区域经济社会发展中水资源供需存在的突出问题,从供水、水循环利用、减灾与水环境及节水与水资源管理等方面,探讨解决平谷区水资源开发利用与生态建设问题的思路,提出今后平谷区水资源开发利用与生态区建设重点。
