2005年,我国GDP是18．5万亿元,工资总额是4万亿元,两者之比是22%。在美国,GDP与工资总额之比是58%。也就是说,在美国的国民收入中,有一大半用在工资收入上了。我国将大部分的GDP用到了投资上面,近几年里投资占到GDP的45％。这样看来,中国的工资水平是相当低的。但在这么低的工资收入水平中,一部分人收入水平又相当高,高得不仅已经超过了美国等发达国家水平,甚至也超过了世界上收入最不平均的国家。已经高过工资收入的22%,四分之一的国民生产总值用到了维持政府成本上。如果财政收入中有一大部分用到了社会保障和公共福利上,即使政府财政收入占GDP的比例再高,也是合理的,譬如西方国家财政收入有时达到GDP的40%多。如何减少政府开支、增加国民工资收入是一个挖潜的课题。怎样通过缩小分配收入差距来平衡国民财富?目前我国公务员的工资差别还不算大,但社会上和企业里的工资收入已经拉开了较大差距。现在一般的企业老总年收入都要上百万,与普通职工的工资相差上百倍。加上额外收入和灰色收入,我国的收入分配差距更大。因此,缩小社会上国民间的收入差距,与减少资本收入和减少政府开支有着同样的平衡收入和增加劳动收入的作用。

In other words, most of the national income in the United States is spent on wage income. Most of our GDP is spent on investment in our country, with investment accounting for 45% of GDP in recent years. In this sense, the wage level in China is quite low. However, at such a low level of wages and salaries, some people have quite high income levels, which not only have exceeded the level of developed countries such as the United States, but also surpassed even the countries with the most unequaled income in the world. Already over 22% of wage income, and a quarter of gross national product used to maintain government costs. If a large part of the fiscal revenue is spent on social security and public welfare, it is reasonable even if the government fiscal revenue accounts for a high proportion of GDP, for example, the western countries sometimes make more than 40% of their GDP. How to reduce government spending and increase national wage income is a potential issue. How to balance the national wealth by narrowing the income distribution gap? At present, the wage difference between civil servants in China is not yet large, but the wage income in the society and in the enterprise has opened a large gap. Now the average annual income of business executives have millions, with the average wage difference of a hundred times. Coupled with additional income and gray income, our income distribution gap is even greater. Therefore, narrowing the income gap between citizens in society has the same effect of balancing income and increasing labor income as reducing capital income and reducing government expenditure.
