INTRODUCTION Increasing the Government’s ability to carry payloads in space flight and increasing the annual revenue of commercial communications satellites is the overall goal of the NASD’s Advanced Space Development Program. These technologies will be implemented on the basis of today’s technology. To this end, the United States Aerospace Administration will vigorously develop aircraft technology in the late 1990s and early 2000s and will place long-term development planning in a very important position from now on. The pressure from outside, especially in commercial areas, also requires that the United States must develop a high level of space technology.
