四川省蓬安县有24个乡镇,598个村民委员会,4838个村民小组,188496户,659212人。公安局在县委、政府和市公安局的领导下,在各乡镇党委政府的大力支持配合下,从1993年以来,编制由154增加至208;乡镇公安派出所由8个增加到24个,除一个乡和城郊暂不具备建所条件外,编制中的25个公安派出所,已建24个。每所都有必要的办公与生活用房和工作设施,基本上达到了上级的建所要求。其主要做法是:一、统一思想,抓住机遇,制定方案。该县系全省25个综合体改试点县之一,1992年撤区建镇扩乡,“小机关,大服务”的县级机构新格局使公安机关面临新的选择。当时出现了两个强烈的现象。一是各级党委政府和广大村民强烈要求组建公安派出所。二是原区所在地公安派出所也强烈要求组建公安派出所。
