在六七十年代,随着飞机性能的不断提高,造价也越来越昂贵。由于飞机采购数量的减少,空军不得不向每架飞机要更大的效益。现代飞机使用时间比飞行员服役时间长,而飞行中队的飞行员的数量却比飞机的数量多。因此,执行任务后的飞机刚一着陆,就得迅速加上油,补充上弹药,这样“新”飞行员才能立即进舱驾机。飞行任务变得越来越复杂,各“突击编队”中常常包括数十架各型飞机,同时起飞跟踪多个目标。对这些活动进行管理已成为管理本身的一项主要任务,由此产生了提高作战管理效率的要求。
In the 1960s and 1970s, with the continuous improvement of aircraft performance, the cost of construction became more and more expensive. Because of the reduction in the number of aircraft purchases, the Air Force has to give greater benefits to each aircraft. Modern aircraft use more time than pilots, while the number of pilots in flying squads is greater than the number of aircraft. Therefore, once the aircraft after the execution of the mission has just landed, it must quickly add oil and refill the ammunition so that the “new” pilots can enter the aircraft immediately. Flight missions have become more and more complex. The “arrest formations” often include dozens of aircraft of various types, and take off and track multiple targets at the same time. The management of these activities has become a major task of management itself, resulting in the need to improve operational management efficiency.
