关于投资项目的审批过程,浮现在投资者脑海里的景象便是办手续不知道要办多久,盖章不知道要盖多少,没完没了地审批。目前中国的投资体制,是随首建国初期大规模经济建设而逐步形成的。这一制度在近30余年间始终如一地贯彻着,不知让多少投资者深感头痛。目前投资体制改革方案已上报国务院讨论,此次改革的核心内容就是改革投资领域中的行政审批制度,对企业设资不再进行审批管理,代之以政府核准和登记备案制。但这项改革能否落实,要依靠法律和法规的监管。核准制一定要建立相关的法律法规,以此为依据。如果法律法规不健全,负责核准的政府部门的自由裁量权过大,核准也就与审批制差不多了。因此,挑战30余年审批制光靠一个投资体制方案的出台就能成功是不现实的,还需要采取相应的配套措施。
