At the national border economic cooperation zone working conference held in December 2012, six ministries including the Ministry of Commerce and the Ministry of Finance jointly promulgated the Opinions on Regulating and Promoting the Development of Border Economic Cooperation Zones. The Opinion proposed 10 encouragement policies and supportive measures including land management, special customs supervision, labor cooperation and project contracting, examination and approval authorities for foreign investment and facilitation of personnel exchanges. Since 1992, in order to further speed up opening up to the outside world, develop economic and trade cooperation with neighboring countries, and prosper the economy in ethnic minority areas along the border, China has accelerated its pace of opening up along the coast after the opening of cities along the coast.
