肖乾刚,1935年5月生,辽宁北宁人。郑州大学法学院教授,河南省优秀省管专家,享受国务院特殊津贴;河南省政协原常委兼法制委员会副主任,河南省学位委员会原委员,中国法学会环境资源法研究会原副会长,全国考委法学专业委员会委员,河南省法学会副会长,教育部人文社会科学重点研究基地——武汉大学环境资源法研究所环境资源法学学术委员会副主任,清华大学环境资源能源法研究中心顾问;研究方向:自然资源法、能源法。
