In the view of observers, the level of research and development in the Soviet Union is improving. This view was presented at the three-day Symposium on Soviet Scientific Research held in Brussels, hosted by the North Atlantic Treaty Organization's Department of Scientific Affairs and attended by more than a hundred experts. Although the experts are all from Western countries, they include experts who have worked in the Soviet Union or visited the country on many occasions. In a report of an unprecedented meeting of Lord Carrington organized by the North Atlantic Treaty Organization, Research and Development Management follows the treaty's basic rules of avoiding disclosure. The major reforms envisaged in higher education in 1984 and 1986 are expected to take place in 1990 for all institutions of higher education
