在全面推进依法治国和经济安全大背景下,将拒腐防变要求提升为公安民警的基本能力已经成为大势所趋。公安民警拒腐防变能力中的“拒腐”是基本目标,而其中的“防变”则是着力进行相关能力培养的根本目的。拒腐防变,首要的应切实加强各方面制度与机制的法治程度,将现代法治的精神与理念贯彻到各项公安工作中去。在社会主义法治国家,凡事只要合法合规地去处理,也就实现了拒腐防变的相关要求。同时,必须强调在加强法治力度的过程中注重对于相关法律责任制度内容的优化与细化,从而最终显现于法律责任的归结与追究。
