军工企业实行军转民的方针,早在80年代就已提出。十多年的实践,有些企业转得不错,有些企业则步履维艰。这组专题对西北五省的军工企业现状作了较为深入的调查,可供关心此事的读者参考。 我国的军工企业,是我国政府和人民在国力较为困难的情况下勒紧腰带,集中财力物力,集中优秀人才建立起来的一支资产密集、设备先进、人才雄厚、自成体系的国防工业力量。这一体系的建立来之不易。在当前,如何使其摆脱困境,尽快进入市场经济的主战场,融入我国改革开放和国民经济发展的大格局,从而真正实现“保军转民”的战略目标,这既是摆在军工企业面前的当务之急,也应该引起有关部门和社会各界的深切关注和大力支持。
The military enterprise’s policy of carrying out military transformation to the people has been proposed as early as the 1980s. For more than a decade of practice, some companies have done well and some have struggled. This series of topics made a more in-depth investigation of the status quo of the military enterprises in the five provinces in the northwest, which can be used as a reference for readers interested in this matter. China’s military-industrial enterprises are the national defense industry forces with a wealth of assets, advanced equipment, abundant personnel, and a self-contained system established by the Chinese government and people in tightening their belts and concentrating financial and material resources in the case of relatively difficult national strength. The establishment of this system has not come easily. At present, how to get rid of the predicament and enter the main battlefield of the market economy as soon as possible and integrate it into the big pattern of China’s reform and opening up and national economic development, so as to truly realize the strategic goal of “maintaining military support and transferring people”, this is in front of the military industrial enterprises. The top priority should also arouse deep concern and strong support from relevant departments and all sectors of society.
