1981年8月国务院批转建材部、国家经委等部门《关于进一步整顿“小水泥”企业产品质量的报告》以来,原建材部又会同农业部、财政部、工商行政管理总局、国家标准总局、中国人民银行、中国农业银行共同制订和颁发了《整顿“小水泥”企业产品质量的实施细则》和《“小水泥”企业化验室整顿验收条例》,对废品出厂罚款和化验室整顿问题作出了详细的规定。各省、市有关部门在整顿质量方面做了大量的工作;全国“小水泥”质量普遍有所提高,并且首次出现了第一个县以上“小水泥”出厂合格率全部达到100%的烟台地区。
