经济、科技的发展改变我们生活,网络让公众对于现有行政管理中有了更多知情权、表达权、监督权,网络对目前的行政管理部门权力高度集中,管理方式落后呆板,公众不满意,提出建议、和批评,从而对行政管理提升有着正面积极作用。网络舆论在近七成(67%)[1]的事件中起到了推动行政部门解决问题的正面积极作用尤为明显。网络舆论已经成为中国社会中的一股重要的“主流”积极力量。
