国务院办公厅转发国家经贸委等五部门《关于进一步整顿和规范成品油市场秩序的意见》（以下简称“意见”）于10月25日经新华社播发全国。这份“意见”出自国家经贸委、工商总局、质检总局、公安部、建设部五个国家部门，其中确定的一些新规则，意义深远。尤其是中国石油集团、石化集团承担重要角色，不仅对成品油市场影响立竿见影，对我国石油石化工业的发展也大有裨益。
The General Office of the State Council forwarded the “Opinions on Further Rectifying and Regulating the Order of the Refined Oil Market” (hereinafter referred to as the “Opinions”) of the five departments such as the State Economic and Trade Commission and was broadcasted by the Xinhua News Agency nationwide on October 25. This “opinion” comes from the five national departments of the State Economic and Trade Commission, the State Administration for Industry and Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, the Ministry of Public Security, and the Ministry of Construction. Some of the new rules that have been established are of far-reaching significance. In particular, CNPC and Petrochemical Group assume important roles, which not only have immediate impact on the refined oil market, but also greatly benefit the development of China’s petroleum and petrochemical industry.
