小水电站建设管理,也同样面临着由计划经济过渡到市场经济体制后的适应问题。现介绍安徽省石台县东方红水电站改建工程的几点做法。 一 建立企业法人负责制下的工程指挥部 石台县城关的东方红水电站原是一个已报废的小电站,改建后(新建)装机3×250kW。由于工程具有一定规模和专业性,又受工期、经费严格制约,在建设期间需要建立临时指挥机构。
The construction management of small hydropower stations is also facing the adaptation problem after the transition from planned economy to market economy. Here are some of the practices of the reconstruction project of Dongfanghong Hydropower Station in Shitai County, Anhui Province. 1. Establishing the Engineering Headquarters under the Corporate Legal Person Responsibility System The Dongfanghong Hydropower Station in Chengguan, Shitai County was originally a small power plant that had been scrapped and was rebuilt (newly built) with a capacity of 3×250 kW. As the project has a certain scale and professionalism, and is subject to strict restrictions on construction period and funds, it is necessary to establish an interim command institution during the construction period.
