基本医疗保险制度实行单基数缴费,退休人员参加基本医疗保险,单位和个人均不缴费,只要所在单位为在职职工按规定缴费后就可无差别的享受退休基本医疗保险待遇。也就是说,核定退休基本医疗保险待遇的条件只有一个,即是否退休,并未与缴纳基本医疗保险费的义务直接挂钩。
