对中小学校长的绩效进行评价以确认其管理水平,是20世纪80年代以来以色列提高基础教育办学质量,促进校长专业化的一项战略性措施。但由于其在评价目的、评价过程、评价方法、评价体系设计和考虑外在因素对校长的影响等方面存在不足,绩效评价未能达到预期效果。对此,以色列政府采取了一系列优化策略,有效解决了实际运行中存在的问题,激发了中小学校长参与评价的热忱。
Evaluating the performance of primary and secondary school principals to confirm their management level is a strategic measure for Israel to improve the quality of primary education and promote the specialization of principals since the 1980s. However, due to its shortcomings in the purpose of evaluation, evaluation process, evaluation methods, the design of evaluation system and the influence of external factors on principals, performance evaluation failed to achieve the expected results. In response, the Israeli government adopted a series of optimization strategies to effectively solve the problems in actual operation and aroused the enthusiasm of primary and secondary school heads to participate in the evaluation.
