为促进我国特殊教育事业的发展,给有特殊需要的人群提供更多、更好的帮助与服务,在联合国教科文组织的支持下,中央教科所特教研究室于2000年5月创办了“中国特殊需要在线”网站。建站两年来,网站为广大的网友提供了大量国内外特殊教育发展、研究、教学和合作交流的信息,成为我国特殊教育信息交流的窗口与平台,得到了大家的肯定和赞赏。为进一步提高网站服务水平,更好地服务于特殊教育的研究、教学、学习和工作。从2003年开始,“中国特殊需要在线”网站由陈云英博士担任总监,委托“北京全纳教育研究中心”协助管理有关事宜。特设单位会员、专家会员、家庭会员三种。
