入世5周年来,中国的变化有目共睹:贸易规模、资本流入和双顺差持续增长,出口商品结构不断提升,出口商品国内增值率提高……,但最深刻的变化也许是中国人面对世贸组织的心态正在发生微妙的改变,对世贸组织正在从仰视转向平视。这种改变外在的表现,就是近两年社会对世贸组织相关事务关注程度降温,其降温迹象之明显,以至于早在去年多哈回合香港会议即将开幕、中国入世将满4周年之际,早已把自己的名字与中国入世联系在一起的龙永图就情不自禁大发感叹——“我看中国人离WTO是越来越远了!”他感叹道,人们过去对中国加入WTO表现出了极大的关注,“但是,现在他们不再关心WTO在谈什么内容了。几年前,人们还知道多哈谈判,但是现在人们已经不知道香港WTO部长级会议了。”
