本文论述信息经营战略要素、战略思想、战略特点与发展模式、战略决策和战略实施原则五个问题。在分析市场环境及其社会信息需求的基础上提出当前发展中国家的信息经营战略目标。文章认为,应依据环境变化制定信息经营战略,其核心是以信息市场竞争能力作为综合考虑因素。总的原则是以较合理的投入创造出最佳的经济效益和社会效益,最大限度地满足社会日益增长的信息需求。
This article discusses five elements of information management strategy elements, strategic thinking, strategic characteristics and development mode, strategic decision-making and strategic implementation principles. On the basis of analyzing the market environment and the demand for social information, we put forward the information management strategy target of developing countries at present. The article believes that the information management strategy should be formulated according to the changes of the environment. The core of the strategy is to take information market competitiveness as a comprehensive consideration. The general principle is to use reasonable investment to create the best economic and social benefits and to meet the growing information needs of society.
