关于基本建设工程的实施,必须先有设计,业经中央政务院于一九五○年十二月间发布决定,并经传达各局处站。黄河建设为基本建设的一环,必须遵照政务院决定,切实执行政策,以保证国家资金不受损失,最近中央指示进行检查,除公文另行传达外,特介绍此篇论文(原载一九五一年六月十六日人民日报)希望深入研究,贯澈政策,具体执行。无论进行任何基本建设的工程,一定先要考虑怎么做法。『怎么做?』就是一个设计问题。我们过去有些基本建设的投资,没有经过设计,只凭热情和愿望,就动了工。这是还不知道怎么做,或者没有考虑好怎么做
With regard to the implementation of the capital construction project, it must be designed first.
