在经历了20年的改革开放之后，“请进来”开启了中国企业参与国际竞争的大门。今天，面对中国加入WTO，融入世界经济一体化大潮的契机，“走出去”又成为当今中国企业面临的新的重大战略抉择。对此，企业界，在跃跃欲试之余又深感内外掣肘与国际竞争的压力；政府，在提出号召的同时也在权衡“放开”与“管住”的尺度如何把握；学术界，尽管偏好于从理论上研究跨国投资，但也感到需要对企业跨国经营中遇到的具体问题进行调查研究。值此之际，《中国外汇管理》杂志社发起并组织了“中国企业境外投资发展研讨会”。来自政府、企业界、学术界的42名代表坐在一起，大家就企业海外投资中共同关心的话题发表了各自的意见。会议议题丰富，讨论热烈，观点鲜明，交流充分。本刊现将这次会议代表的发言和论文集中刊登如下，以飨读者。
