国务院1999年1月4日以国发[1999]2号文件通知各省、自治区、直辖市人民政府,国务院各部委、各直属机构,同意国家经贸委《关于加快农村电力体制改革加强农村电力管理的意见》,并予以转发,请各地认真贯彻执行。 通知指出:加快农村电力体制改革与发展,加强农村电力管理,是党中央、国务院发展农村经济、提高农民生活水平、促进农村电气化事业的重大措施,对开拓农村市场、解决农民生活用能、保护生态环境、加强农村精神文明建设具有重要的现实意义和深远的历史意义。 这项改革涉及面广,工作任务重,各地区、各部门以及电力企业要结合实际,加强领导,认真组织,用三年时间完成农村电力体制改革任务。国家经贸委作为电力主管部门,要加强组织、指导和检查,以保证改革的顺利进行。
