1949年9月,在北京中国人民第一届政治协商会议上,为选出“人人会唱”又“人人爱唱”的国歌,委托田汉、沈雁冰、钱三强、欧阳予情、郭沫若等组成国歌礼选委员会。另聘吕骥、贺绿汀等担任顾问。是时,负责制定国礼的政协第六小组,顺利通过了国旗、国徽、国都。对国歌发生了激烈的争执:以刘良模、梁思成、张奚若为一方,提议以《义勇军进行曲》为新中国国歌;另一方则以歌词中有“中华民族到了最危险的时候”表示异议。于是有人提议只用曲谱,另行配词。郭沫若拟就三段新词,然而张奚苦认为:原歌词有特定的时代意义,并举法国国歌《马赛曲》为例,主张不必改词。9月27日,政协第六小组在中南海丰泽园再次讨论国歌,毛泽东、周恩来代表党中央莅会。会上仍有代表说:现在全国解放了,帝国主义和国民党都被赶出大陆,中国从此进入刀枪入库、马放南山的太平盛世,中华民族何来最危险的时候?主张改掉原词。周恩
