施工企业自身应通过转型升级、拓展高端业务,加强自身施工队伍建设,选取优秀分包方并保持长期合作等,多措并举,主动、积极地止损、增效。建筑人工费是建筑工程费用构成的主要部分,是预算定额直接费的三大构成费用之一,也是安装工程投标报价及竣工结算取费的基数。人工费一般可占建筑施工费(不含主材)的20%~35%,在中石油、中石化及各省的建筑工程预算定额中,人工费可占直接费的25%~50%,仪表安装工程甚至可达60%,可见人工费的盈亏对施工企业影响很大。国内工程施工人工费亏损已是不争的事实,而且愈演愈烈,这也是导致低于成本报价破坏市场竞争机制、产生豆腐渣工程、制约施工企业生存发展并不断恶性循环的原因之一。
