东部沿海繁忙干线是国家的经济命脉,是运能和运量矛盾突出的焦点。铁路应该发挥大运量低消耗的优势,不必过分追求高标准高速度。繁忙干线普遍可以编挂20辆客车,逐步达到24辆。鼓励大型企业自备单元重载直达列车的车底。要把电气化提到战略措施上来,京津、沈山、京石、沪杭等要争取三年完成。北京、石家庄、太原、大同可建成环回线,把电气化铁路和电网建设结合起来,既可输煤也可输电。彻底改革繁忙干线客货混跑争能力的局面,修建必要的货运分流线。
