小型渔业为世界粮食安全、减少贫困、营养等做出了重要的贡献,但从事小型渔业的渔民处于脆弱、不安定的生活和工作环境。小型渔业管理的重要性及其面临的问题已引起国际社会的普遍重视。由于国家之间的渔业情况存在差异,针对小型渔业还缺乏统一的认识和管理方法。通过分析、研究FAO和有关国家的小型渔业管理经验、对小型渔业的认定和管理资料,认为我国渔业管理单一化模式已不能适应当前的渔业形势,并且随着社会对人权和公平的广泛关注,区别对待小型渔业的差异化管理将更符合我国渔情和国情的需要,也有利于小型渔业的持久发展。同时,提出小型渔业定义应从作业方式、作业水域两方面考虑,对其的管理则应以保护小型渔业从业人员公平参与渔业及资源可持续利用为目标展开。
Small-scale fisheries have made an important contribution to world food security, poverty reduction and nutrition, but fishermen engaged in small-scale fisheries are in a vulnerable and precarious living and working environment. The importance of small-scale fisheries management and the problems it faces have drawn the universal attention of the international community. Due to differences in fisheries between countries, there is a lack of common understanding and management approaches for small-scale fisheries. By analyzing and studying the experience of small-scale fishery management in FAO and other countries concerned and the identification and management of small-scale fisheries, we think that the single model of fishery management in our country can no longer meet the current fishing situation. With the widespread social concern over human rights and fairness, Differentiating the differential management of small-scale fisheries will be more in line with the needs of China’s fishing conditions and national conditions, and will also contribute to the long-term development of small-scale fisheries. At the same time, it is proposed that the definition of small-scale fisheries should be considered from the aspects of operation mode and operation waters. The management of small-scale fisheries should be aimed at protecting the participation of small-scale fishery employees in the fishery and the sustainable utilization of resources.
