统分结合 不断完善——谈集体林木作价归户后的管护问题

当前,林木管护上问题不少,牲畜遭踏,人为毀坏林木的现象时有发生,其中集体林木作价归户或承包到户的毁坏现象尤显突出。集体林木实行“卖、给、包”是继土地、牲畜到户之后农村的一项重大改革,是目前林业生产责任制的主要形式。乌兰察布盟473万亩集体林,作价归户或无偿归户经营的有284万亩,承包到户的有86万亩,专业队、组承包管护的有103万亩,此外,有135万株零散树木也作价卖给了农户。集体林木作价归户或承包到户,冲破了林业生产长期集中统一经营的模式,打破了分配中的大锅饭,有利于凋动农民群众发展林业生产的积极性。但是,在集体统一经营时形成的管护措施已不适应,护林组织和队伍相继解体,林木采伐审批手续 At present, there are many problems in forest management and protection, livestock are trampled and artificially destroying trees often occur.
