近年国家通过多种激励手段鼓励中小企业发展,而中小企业长期以来一直面临融资难的问题。随着彩票业的迅猛发展,且彩票具有强大的筹资功能,一些学者认为发行彩票是缓解科技型中小企业融资难的有效途径之一,将此类彩票定义为科技创业彩票。分析狭义的彩票收入——我国彩票公益金的筹集、使用和分配情况,对广义的彩票收入进行相应的实证检验,对我国彩票资源的规模进行预测和分析,从成本、收益两个角度对发行科技创业彩票的可行性进行论证。
