胡锦涛总书记在党的十七届四中全会第二次全体会议上的讲话中,论述了制度建设在党的建设中的重要地位和意义,指出要增强党建制度的严密性和科学性,并且有针对性地提出了推进党的建设制度化的三个重要要求。这些论述不仅对党的建设具有重要指导意义,而且对各方面工作的制度建设也具有普遍指导意义。
