阜南县位于安徽省西北部,淮河中上游结合部,总面积1842平方公里,人口147.8万,辖31个乡镇,耕地面积152万亩,其中低洼地68万亩。境内主要河流8条,其中边界河流两条,即淮河、洪河;内河6条,即蒙河分洪道、洪河分洪道、谷河、润河、陶子河、界南河等,防洪堤防共357公里。但主要防洪区域集中在蒙洼、洪洼,其中蒙洼蓄洪库防洪大堤95公里,洪河干堤46公里。今年6月中旬以来,淮河流域降雨集中,且强度大、范围广,使该县遭遇了百年不遇的特大洪水。7月3日凌晨1时和7月11日凌晨2时40分,蒙洼蓄洪区王家坝闸两次开闸蓄洪;7月4日14时,洪河方集草坝扒开分洪。据初步统计,全县150万亩在地作物普遍遭受涝灾,成灾120万亩,绝收66万亩,受灾人口135万人,紧急转移人口4.1万人,被洪水围困人口18.42万人,倒塌房屋23060间,直接经济损失6.32亿元。其中蒙洼蓄洪区,转移灾民4724户19142人,15.2万人被洪水围困,15.47万亩农作物绝收,损坏房屋18000余间。□

According to preliminary statistics, 1.5 million mu of crops in the county are generally affected by flooding, causing 1.2 million mu of crops and 66 million mu of crops, affecting 1.35 million people affected by the floods, transferring 41,000 people urgently, and 184,200 people were besieged by the flood and collapsed houses 23060, a direct economic loss of 632 million yuan. Among them, Mengwa flood storage area transferred 19,142 people of 4,724 households and 152,000 people were besieged by the floods and 154,700 mu of crops were completely taken away, causing damage to more than 18,000 houses. □
