“低租金、高补贴、福利性实物分配”的住房制度是我国几十年来对住房所实行的分配制度,其弊病是扩大了住房需求的矛盾。住房制度的改革被越来越多的有识之士摆到经济体制改革的重要位置上来了。农业小三场的住房制度改革同全国一样刻不容缓,势在必行。就拿我们这个小场子来说,全场总人口由1978年以前的150余人增加到236人,场部从1981年起东借西贷并拿出了全部积蓄,累计为建房投资32万元,翻修房屋8万元,修房建房面积为2,624平方米,人平11.9平方米,仍满足不了职工的住房欲望,要求增加分配房屋的报告申请一份接一份,行政工作的精力有50%放在处理房屋矛盾、纠纷和建房分配上。财会工作也常常为建房资金而苦恼。鉴于农业小三场是属于事业性质、企业管理的独立核算单位,经济效益不高,职工收入偏低,自然条件不允许在场内自由建房买房。要改革住房制度,真正为职工群众所接受,最终实现房屋商品化,我认为必须做好几个工作: 一、通过提高房租,更新消费观念,抑制住房
