全国各大报刊都报道了中共宿迁市委书记仇和的改革措施,社会各界对其人、其事评价不一。有人认为社会需要仇和这种大胆改革的人,有人认为仇和这种人是为了获取政绩以达到升迁的目的,也有人认为仇和的改革只会造成社会混乱。笔者从社会治理模式的角度分析认为仇和现象、仇和模式是一种人治现象、人治模式。它是和法治现象、法治模式相对而言的,是在当代中国建设社会主义法治国家的进程中,在特定的社会环境条件下所特有的人治现象、人治模式。
Major newspapers and periodicals in the country have reported reform measures taken by party secretary Qin Suqian of the CPC. People from all walks of life have evaluated their affairs differently. Some people think that people in society need revenge and such bold reforms. Some people think that hatred and such people are for the sake of attaining political achievements in order to achieve the goal of promotion. Some people think that resentment and reform will only cause social chaos. From the perspective of social governance mode, the author analyzes that hatred and phenomenon, hatred and mode are a phenomenon of rule by man and rule of man. It is in contrast to the phenomenon of the rule of law and the rule of law model, which is a phenomenon of peasant governance and rule of man in a special social environment in the process of building a socialist country under the rule of law in contemporary China.
