近年来,我市青少年犯罪问题一直是比较严重的。尤其是1985年,青少年犯罪问题更加突出。据调查统计:1984年,全市查获案犯中,青少年案犯占百分之七十一,而1985年1—9月,全市查获案犯中,青少年案犯已占百分之八十,1985年1—9月,全市二十五岁以下强劳青少年已占强劳总数的百分之六十二;1985年1—9月,全市二十五岁以下劳教青少年已占劳教总数的百分之七十二点五。为什么我市青少年犯罪问题如此突出,影响青少年犯罪的因素有哪些,为研究和解决这些问题,1985年十月,我们在市公安局、市司法局等有关部门的协助下,先后通过开座谈会、书面问卷、个别走访、提审案犯、抽查案卷等方法,对全市1985年1—9月青少年违法犯罪情况进行了调查。
