江泽民强调，对信息网络化问题，我们的基本方针是积极发展，加强管理，趋利避害，为我所用，努力在全球信息网络化的发展中占据主动地位。各地各部门的领导干部，必须加紧学习网络化知识，党的建设工作、思想政治工作、组织工作、宣传工作、群众工作，也都应适应信息网络化的特点。既要积极推进信息网络化基础设施的发展，又要大力加强管理的建设，推动信息网络化迅速而又健康地向前发展。
Jiang Zemin stressed: With regard to information networkization, our basic principle is to actively develop, strengthen management, seek advantages and avoid disadvantages and use it for my own efforts, and strive to take the initiative in the development of global information networking. Leading cadres in all localities and departments must step up their study of network-based knowledge, party building work, ideological and political work, organizational work, publicity work and mass work and should all adapt to the characteristics of information networking. We must actively promote the development of information network infrastructure, but also vigorously strengthen the management of the building, and promote the rapid and healthy development of information network.
