本文在认真学习领会天津市第十次党代会精神的基础上,结合天津文化建设推进实际,总结提炼了天津建设文化强市的六条策略与原则:以实现天津未来城市发展定位为统领,加快推进文化强市建设;以发展天津人民文化权益、满足天津人民精神文化需求、提升天津文明程度为根本目的,依靠天津人民加快发展文化生产力;以挖掘、整合、开发天津文化资源为重要手段,走文化事业与文化产业协同推进的天津文化发展之路;以提高经济社会发展中的文化含量为导向,增加文化促进天津综合实力提升的贡献率;以增强天津文化影响力为诉求,切实增强天津文化软实力;坚持党对文化工作的领导,推动天津文化改革发展走在全国前列。
