随着工业化和城市化进程的不断推进,大量农村人口涌入城市寻求生存资源和发展机会,但因各种制度性排斥的客观存在,并受限于孱弱的市场能力,在大城市的城郊接合部形成了以农民工为主体的底层社会,由此催生出庞大的低端市场。非正规经济的勃兴正是对城市这一底层社会的积极回应,它不仅为落脚城市的底层群体提供谋取家计的手段,更相对低成本地满足了底层社会的消费需求。但非正规经济的快速发展,在一定程度上挑战了城市的社会秩序,并产生一系列的治理顽疾。文章认为,引入底层参与、采取分类治理以及培育自治能力是实现非正规经济“善治”的正道。
