一、认识分歧和焦点我国干部离退休制度属于国家整个离退休制度的有机组成部分.退休制度起步于五十年代后期,“文革”十年处于停滞状态.十一届三中全会以后,在恢复退休制度的同时建立了干部离休制度.中共中央为此颁发了《关于建立老干部退休制度的决定》,规定了老干部离职休养的待遇原则,即“基本政治待遇不变,生活待遇略为从优”.之后,逐步把它纳入法律化的规范性文件,对干部离退休的含义、宗旨、条件、待遇及组织管理等都有所规定.数十年来特别是近十年来,在各级党政组织统一领导下,有关干部和群众多方努力,对离退休干部工作做出了大量的成绩.
